Second-Track Reintegration
Reintegration office in Hoogeveen
Many companies on the estates along the A28 and the A37 recruit through agencies and acquaintances rather than through job boards. Anyone in the second track who only answers advertisements therefore sees just part of the market. We take that on from De Vos van Steenwijklaan and make sure the efforts in the file add up.

Second track explained
Looking for other work in a market that is largely unadvertised
When the original role lapses and the employer has no internal alternative, the second track comes into force. What remains possible is determined first, capacity is raised next, and approaching employers follows last. The way the stages are assembled appears at the second track programme.
Besides the statutory obligation, where vacancies come from matters here. In a municipality of this size a great deal of work travels through school, sport and family, and production and transport frequently recruit through agencies. That changes what counts as demonstrable effort: registering and knocking on doors weighs more here than a stack of replies to advertisements.
Our office
Second-track reintegration in Hoogeveen and nearby
Our Hoogeveen location sits on De Vos van Steenwijklaan, close to the centre. Manufacturing, logistics and healthcare account for most jobs in this area, with the estates along the A28 and A37 as their centre of gravity. What makes the difference when searching is not your trade but your channel: where you get vacancies from decides which part of the market you ever see.
About Hoogeveen
Good to know about Hoogeveen
Business estates along two motorways
Where the A28 and the A37 cross, production, storage and transport sit together. Those firms often recruit through agencies rather than through their own website.
A lot of work here travels by word of mouth
In a municipality this size people know each other through school, sport and family. That makes a recommendation weigh more than an application letter, provided people know you are looking.
Assen, Meppel and Emmen within reach
Assen and Meppel lie half an hour away, Emmen three quarters. Including those three enlarges the supply considerably without moving house coming into it.
De Vos van Steenwijklaan, near the centre
There is parking space in the area, and from the station it costs you a couple of minutes. Would you rather not leave the house, then the whole thing runs by video.
What the programme looks like
From intake to aftercare, step by step
The six stages set out below add up to the second track programme. The order cannot be altered; the content is personal, and how it is written up follows from the Gatekeeper Improvement Act.
Intake meeting and situation overview
To begin with we look at what the work ran aground on, and with production work that is more often one element than the whole. The medical opinion, the jobs that came before and the employee's own preference all come onto the table. From that follows an action plan meeting the stated requirements.
Capacity analysis & occupational health assessment
Capacity is then substantiated in writing. The FML and the supplementary data show what work remains, with lifting, standing and consecutive hours as separate items. What comes out of that sets the aim of the reintegration plan, and every month the parties involved are updated.
Career scan & personal coaching
Now the employee comes into view. Assignments, tests and conversations show what they learned on the floor, even where no certificate ever accompanied it.
Labour market exploration & job matching
With the profile ready, the search begins, and the choice of channel decides most of it. Industry, transport and healthcare recruit in this area, with Assen, Meppel and Emmen alongside. If the step to other work proves too large, a practical period comes first.
Active job search & network approach
At the placement stage the employee registers with agencies and calls on companies in person, including those with nothing open. Both routes are kept up, so the effort is demonstrable later. Each week we discuss what came of it.
Aftercare and sustainable placement
Finally two months of aftercare. They show whether the load is sustainable and whether the work suits. Reporting and the closing report are the coach's task, and they stay reachable through that period.
The first step in the process
Four points this programme rests on
A file is judged on what has been recorded in it. These four points decide whether that suffices.
What can the employee still manage?
The occupational health assessment fixes the limits. In production and warehouse work the load sits in weight, in the posture the job is done in and in the length of a shift; those three are assessed independently.
Through which channel is the search running?
Answering advertisements covers only part of the supply here. Registrations with agencies and direct approaches belong just as much, and those are noted with the date.
Is there another place internally?
Alongside the operational work, industry also has planning, quality and work preparation. Go along them and record which were looked at and why they fell away.
Where is capacity built up?
On a shop floor, not at home. Weeks in a work experience placement make clear which load holds and count demonstrably.
The intended outcome
The employee has work within their limits, found through the channels that actually work here, with a file in which that has been kept up.
Industry, logistics and healthcare
Why employers in Hoogeveen and south-west Drenthe work with us
Industry, logistics and healthcare supply most of the work here, concentrated on the estates along two motorways. What puts people out of work there is usually the physical side or the rota, so the analysis has to go through the components one at a time.
Recruitment often runs through agencies
Where the A28 and the A37 cross, production, storage and transport sit together. Those companies regularly bring in agencies, so registering there is part of the search rather than beside it.
A recommendation carries weight
In a municipality this size people know one another through school, sport and family. That makes an introduction valuable, provided the employee wants it known that they are looking.
Assen, Meppel and Emmen within reach
Assen and Meppel are half an hour away and Emmen three quarters. Including all three widens the range considerably, though the travelling does cost energy during the build-up.
Every step is noted
Contacts, registrations and outcomes go into the file the same day, with the date. Nothing has to be rebuilt afterwards.
Questions from Hoogeveen and the surrounding area
What employers here put to us
How do we determine the right starting point?
You cannot go past week 52, and where the company doctor concludes sooner that the old job is finished, that is when it begins. With physical complaints, beginning early is sensible because the build-up is slow. How long the stages run is described at the duration of a second track programme.
What are the costs of a second-track programme?
Duration and composition together determine the amount. Placement alone covers little; assessment, coaching and a practical period broaden the programme. Before anything is scheduled, what it consists of and what it costs is on the table.
Does registering with an agency count as an effort?
Yes, provided it is recorded. Note which agency, on what date and what came of it. In a region where much of the work runs through agencies that is a genuine effort, but without registration it cannot be shown afterwards.
Which region is included in the job search?
As far as capacity reaches. Hollandscheveld, Pesse, Ruinen, Beilen, Meppel and Coevorden are close by, Assen half an hour away and Emmen three quarters. What the area becomes, we settle beforehand.
