Second-Track Reintegration
Reintegration agency in Hattem
One bridge away lies Zwolle, and with it a full labour market ten minutes off. When the original role does not return, that proximity partly determines what is possible. We guide it from the Hezenberg and keep the file in order for the UWV's review.

How the second track works
Looking for other work in a town where everyone knows everyone
As soon as it is settled that the original role has lapsed and there is no internal alternative, the second track begins. It starts with establishing what is feasible, building capacity follows, and approaching employers comes after that again. How the sequence runs is set out at the second track programme.
Alongside the statutory obligation, something small-scale plays a part in Hattem. A local network helps during a search, but not everyone wants it widely known that they are looking. Who is approached and when is therefore agreed in advance, and we record it.
Our office
Second-track reintegration in Hattem and nearby
Our Hattem location stands on Hezenberg, just across the IJssel from Zwolle. The jobs here sit in metal, wholesale and healthcare, and the town practically borders Zwolle while Apeldoorn is a quarter of an hour further on. In a place where living and working lie close together, one thing stands out after a departure: how much of the work someone took home.
About Hattem
Good to know about Hattem
Zwolle ten minutes away
One bridge further lies a city with a full labour market in healthcare, education and services, with Apeldoorn and Kampen each a quarter of an hour away. In practice that means hundreds of roles within an acceptable travel time, which for a town of this size is unusual.
A small town with short lines
A local network can be useful during a job search, but not everyone wants to announce immediately that they are available. We therefore discuss who you do and do not want to approach and how visible you want your search to be.
Manufacturing at the edge
If your practical experience is strong but your qualifications do not match a vacancy exactly, we help you show clearly which knowledge and skills you have developed through your work.
Hezenberg, at the edge of Hattem
You can leave the car in front of the building, and the bus from Zwolle stops within walking distance. Would you rather not travel, the whole programme runs by video, intake through to aftercare.
What the programme looks like
From intake to aftercare, step by step
Six stages, listed below, together form the second track programme. What is fixed is the order; the content differs per employee, and the Gatekeeper Improvement Act governs the recording.
Intake meeting and situation overview
We begin with the question of what made the work unsustainable, and with production work that is often one specific element rather than the whole. The company doctor's opinion and the working history come in alongside it, as does the question of who may know about the programme. From that emerges an action plan that meets the requirements.
Capacity analysis & occupational health assessment
Next, the employee's capacity is committed to paper. The FML and the supplementary data determine what work remains, with lifting, postures and consecutive hours each weighed separately. That conclusion becomes the objective in the reintegration plan, with monthly notice to all parties.
Career scan & personal coaching
Stage three is about the employee as a person. Assignments, tests and conversations make visible what they learned in practice, even where no certificate ever went with it.
Labour market exploration & job matching
With the profile in hand, we turn to the market. In Hattem and Wapenveld the manufacturers are recruiting, and with Zwolle, Kampen and Apeldoorn included the range grows substantially. If the jump to other work is too large, a practical period is built in first.
Active job search & network approach
At the placement stage the employee approaches companies themselves, whether or not a vacancy is posted. In a small municipality that often works better than answering an advertisement, provided the agreements on discretion are kept. Each week we go through what it produced.
Aftercare and sustainable placement
Two further months of support follow the placement. Those weeks reveal whether the work suits and whether the load can be kept up. The coach remains contactable, handles the reporting and writes the report closing the programme.
What we establish first
Four points this programme rests on
What is on paper determines how the file is judged. These four points are where that stands or falls.
What exactly fell away?
The occupational health assessment records it. In metalworking and wholesale it comes down to lifting, to postures and to the number of hours in a row, and those points are considered separately.
How do you evidence skills without a certificate?
Practical experience is often stronger here than the paperwork. We write out what knowledge someone gained in practice, so an employer sees what they can actually do.
Who may know they are looking?
In a small town news travels fast. We approach companies without a name for as long as that is wanted and skip the contacts the employee would rather keep out of it.
Where is capacity built up?
On a shop floor, not from home. Time spent in a work experience placement establishes which load is bearable, and it counts as evidence.
The aim of the programme
The employee has work that falls within their load, with a profile making their practical knowledge visible and a file showing the route.
Metal, wholesale and healthcare
Why employers in Hattem and along the IJssel work with us
Metal, wholesale and healthcare supply most of the jobs here, with manufacturing companies on the edge of town. Absence in those sectors regularly arises from physical load, and then which element gave way counts for more than the job title.
Zwolle is ten minutes away
Across the bridge lies a city with a full labour market in healthcare, education and services, with Apeldoorn and Kampen each a quarter of an hour further. That widens the range considerably.
Short lines, not always wanted
Everyone knows everyone, which makes an introduction easy. At the same time, not every employee wants it known that they are available, and that wish comes first.
Ability counts more than paperwork
At the manufacturers here, people look at what someone demonstrably commands. Anyone trained through practice has an advantage, provided it is stated clearly in the profile.
Everything is noted the same day
Whatever is agreed and whatever comes of it is dated and filed at once. Nothing needs adding afterwards.
Questions from Hattem and the surrounding area
What employers here put to us
When does a second-track programme become relevant?
Week 52 forms the upper limit, and once the company doctor establishes that the original work has lapsed you can start earlier. With physical complaints that is sensible, because the build-up goes gradually. The time needed per stage can be read at the duration of a second track programme.
What costs should the employer expect?
Duration and composition together determine the amount. Placement by itself amounts to little. Assessment, coaching and a practical period make the programme broader and dearer. What the programme involves and what it costs, you know before anything is scheduled.
How do we stop it getting around town?
By recording in advance who will and will not be approached. For as long as there is no need, the employee's name stays out of our contacts. Companies where they do not want to be mentioned we simply do not approach, and we depart from that only when they say so themselves.
How broad is the search area?
As far as capacity reaches. Zwolle, Wezep, Heerde, Epe, Kampen and Wapenveld are close by and Apeldoorn is a quarter of an hour's drive. What the area becomes, we agree beforehand.
