Second-Track Reintegration

Reintegration office in Nijmegen

When an employee does not return to their own role, the task shifts towards finding suitable work with another employer. Care4Careers guides the second track from Nijmegen, in a region where healthcare, education and technology sit close together, and works with a case file set up around the UWV's requirements.

What track two involves

Searching for work with another employer, with a file that records the choices made

If a return to the employee's own role proves unachievable and the organisation itself offers no suitable alternative, the second track comes into play. The employee examines which activities remain within reach, builds up capacity and turns towards employers outside the organisation. How the phases are structured is described at the second track programme.

For employers this is more than a statutory obligation. The earlier the programme runs, the more directions remain realistic, and that improves the chance of the employee finding lasting work.

Our office

Second-track reintegration in Nijmegen and nearby

You find us in Nijmegen on the Oranjesingel, just outside the centre and walkable from the station. This city rests on healthcare, education and high tech. The university medical centre, the university and the university of applied sciences are the largest employers, with a cluster of semiconductor and measurement companies alongside them. What steers a search here is rarely a lack of work but doubt about direction.

About Nijmegen

Good to know about Nijmegen

Healthcare and research run into each other here

Ringing the academic hospital are research groups, laboratories and the firms that supply them. Anyone wanting to leave patient care can often keep the surroundings.

High tech out of the spotlight

Nijmegen has a cluster of semiconductor, measurement and instrument companies less known than Eindhoven's. That means less competition for vacancies than the qualification level suggests.

Arnhem twenty minutes away

Both cities draw from the same pool of employers. Including both doubles the supply without the commute growing; Germany is half an hour away.

Oranjesingel, close to the station

A ten minute walk from the station, with paid parking a short distance off. Travel is optional: the programme also runs remotely.

What the programme looks like

From intake to aftercare, step by step

The programme runs along fixed steps, which together form the second track programme. Each step builds on the one before and is documented in line with the requirements of the Gatekeeper Improvement Act.

1

Intake meeting and situation overview

The first step is an extensive conversation in which the situation is examined from every angle. The company doctor's opinion, the roles the employee held and the direction they consider achievable all come up. On that basis we write an action plan that aligns with the requirements of the Gatekeeper Improvement Act.

2

Capacity analysis & occupational health assessment

Capacity is then recorded with proper substantiation. In healthcare, irregular hours and emotional demands play a part alongside physical strain, and those factors rarely fall away at the same time. The coach translates the outcome of the FML into measurable goals and keeps the employer, the company doctor and the UWV informed each month.

3

Career scan & personal coaching

The career scan shifts attention to the person. Tests, assignments and conversations make clear which qualities the employee has, what drives them and where their limits lie. That produces a search profile in which experience from healthcare or engineering is intelligible to an employer outside that sector as well.

4

Labour market exploration & job matching

In the exploration phase we look for the connection with the market. Around Nijmegen, hospitals, knowledge institutions, laboratories and technology companies sit close together, and Arnhem falls within reach in twenty minutes. For anyone making a large step, a work experience placement can keep the transition manageable.

5

Active job search & network approach

The employee then approaches employers, both on vacancies and beyond them. CV, LinkedIn and interview preparation are matched to the sector they are searching in, and each week the coach and employee review the contacts made. If work across the German border comes into view, we first establish what that means for insurance and tax returns.

6

Aftercare and sustainable placement

Aftercare covers the two months following the first working day. During that period the coach remains available for questions about settling in and about the demands of the new work. We also complete the reporting then, so that the reintegration report reaches the UWV in full.

How we work

Four questions that give the programme its direction

Programmes that stall almost always lack the answer to one of these four questions. They therefore deserve to be answered and recorded early on.

  • What can the employee still do within their limits?

In healthcare it is often not only physical strain that matters, but also irregular hours and emotional demands. The occupational health assessment distinguishes between those factors, which can considerably widen the range of suitable roles.

  • Have the options within the organisation been exhausted?

A hospital, a knowledge institution or a technology company has more roles than are visible within a single department. It is important to review those and to record in writing what was examined and why it did not fit.

  • Where does the employee rebuild their capacity?

That happens best in a genuine working environment. A period in a work experience placement shows what proves sustainable, and that period counts as a reintegration effort.

  • What follows if the file falls short?

Where the efforts fall short, the UWV extends the period of wage payment by up to one year. The scale of that amount is calculated at the cost of a wage sanction.

What the programme leads to

The employee has found suitable work they are able to sustain, and the reintegration report shows that the steps were taken in good time and with proper grounds.

Healthcare, education and technology

Why employers in and around Nijmegen work with us

Healthcare, education and technology set the tone here, with the academic hospital, the knowledge institutions and a cluster of measurement and semiconductor companies. Long-term absence occurs across all of these sectors.

Healthcare experience counts beyond patient care

Research groups, laboratories and supplying companies are located around the hospital. For an employee who cannot continue in direct patient care, the familiar environment therefore often remains within reach.

Arnhem belongs to the search area as standard

Both cities draw on the same pool of employers and lie twenty minutes apart. Taking the two markets together doubles the number of options without any meaningful increase in travel time.

Irregular hours and workload are weighed separately

It regularly happens that the shift pattern is the obstacle rather than the work itself. We advise having that distinction recorded explicitly in the occupational health assessment, because it determines which roles qualify as suitable.

Monthly reporting to everyone involved

Progress, contacts and results are recorded as they occur, and the monthly report reaches the employer, the company doctor and the UWV in the required form.

Questions from employers

What employers around Nijmegen want to know

When should we start the second track?

The right moment lies earlier than the statutory deadline suggests. As soon as the company doctor's opinion shows that the employee's own work is moving out of reach, there is reason to begin. How much time the successive phases take is described at the duration of a second track programme. Starting only after the first-year evaluation leaves little room to explore a direction.

What does a second track programme cost?

Two factors determine the amount: the length of the guidance and the components included in it. Before an appointment is scheduled you receive a quotation in which both are visible. There is no charge for the first conversation.

Our employee comes from healthcare. Are there realistic options outside it?

There are, and often closer than expected. Experience with patients, rosters and responsibility is usable in planning, quality assurance, training and policy work. Translating that experience into a profile an unfamiliar employer can work with forms a substantial part of the programme.

Can an employee work across the border?

Kleve and Emmerich lie within half an hour and are short of people in healthcare and engineering. A German contract does change insurance, pension accrual and tax returns. We set out what is at stake and refer you to someone who works through the figures.
