The stages listed below make up the second track programme. They follow one another in a fixed order, are filled in differently per employee and are recorded in line with the Gatekeeper Improvement Act.

Intake meeting and situation overview

We allow generous time for the first conversation, because it lays the basis for everything that follows. Three subjects are covered: the medical scope as the company doctor has set it out, the work the employee was used to and the direction they see for themselves. From that follows an action plan that fits within the UWV's rules and remains workable in practice.

Capacity analysis & occupational health assessment

Which roles hold up is what the coach derives from the functional capacity list, read alongside the other medical documents. That gets translated into measurable goals in the reintegration plan. Employer, company doctor and UWV are then informed of progress every month.

Career scan & personal coaching

This phase produces a search profile with which the employee can sit down with an unfamiliar employer. Conversations, tests and assignments bring out where their strengths lie, what keeps them going and where their limits are.

Labour market exploration & job matching

We then examine whether that profile connects anywhere. The question falls into two parts: which work suits the employee's capacity, and does that work exist within a reasonable distance. Engineering, IT and healthcare offer the most room in this region. If the move is too large in one go, a reintegration placement or work experience placement comes first.

Active job search & network approach

The employee now moves outwards, with the coach keeping the pace. Vacancies are selected deliberately, former contacts are approached and employers with nothing advertised are contacted. Aftercare and sustainable placement

The two months of aftercare are part of the programme, because only in that period does it become clear whether the role genuinely fits. Throughout those weeks the coach can be reached, supplies the reports and writes the closing reintegration report in the format the UWV asks for.

It is seldom the employee's willingness that brings a second track to a halt. More often, the substantiated answer to one of these four questions is missing from the file.

  • What is still medically possible?

    This should be a judgement rather than an estimate. The occupational health assessment establishes capacity and thereby forms the basis on which every later choice rests.

  • Have all the options inside the organisation been reviewed?

    At the university, the university of applied sciences or a technology company, there are more roles than are visible within a single department. It is worth going through those and recording in writing which were considered and why they did not fit.

  • Where does the employee rebuild capacity?

    That happens best in a working environment. A period in a work experience placement makes visible in practice what proves sustainable, and those weeks count as a reintegration effort.

  • What risk does the employer run if the file falls short?

    Where the UWV judges the efforts insufficient, wage payment continues for up to 52 weeks. You can look up the sums involved at the cost of a wage sanction.

When should second-track reintegration start?

In practice earlier than the law sets as the outer limit. Week 52 is the formal reference point, but as soon as the company doctor indicates that the employee's own work is unlikely to return, there is room to start. What are the costs of a second-track programme?

The duration of the guidance and the components you take are decisive. Placement support alone is something other than a programme that also includes an occupational health assessment, coaching and a work experience placement.
