What the second track is about

Finding a new employer, with documentation that substantiates the choices

Where the employee is not returning to their own work and there is no suitable internal position, the search moves outside. That is called the second track: establishing what remains feasible, rebuilding capacity and approaching employers that match it. How those phases follow one another is set out at the second track programme.

Alongside the statutory obligation, the shape of this labour market plays a part. The search area here extends across two national borders, which raises questions about language, insurance and tax that are better answered early than halfway through.

What makes this labour market unusual is its shape: Zuid-Limburg to the north, Belgium to the west and Germany to the east, all within half an hour.

The second track asks for a different employer, not a different trade. Shifts, pace, lifting or the number of patients a day are generally the obstacle rather than the content. Have that distinction recorded in the judgement, because it decides which roles count as suitable.

Running both tracks at once is allowed and it helps

While the first track still runs, the second can already start beside it. The UWV even expects that, and it saves months in which otherwise nothing happens.

Delay is the costliest variant

The 104 weeks you are already out can gain another 52 if the assessment goes wrong. Which amounts that concerns is at the cost of a wage sanction.

From intake to aftercare, step by step

Working towards a job with another employer runs through the stages listed here, jointly the second track programme. What happens at each step depends on the employee; how it is recorded follows the Gatekeeper Improvement Act.

Intake meeting and situation overview

The first conversation is intended to complete the picture before a direction is chosen. The coach and the employee go through the medical opinion, the work history and the wishes, and discuss straight away whether the search area extends across the border. The action plan that follows is checked against the formal requirements.

Capacity analysis & occupational health assessment

In healthcare it is not only about lifting. Irregular hours and emotional demands each get their own assessment, alongside the physical side. The functional capacity list and the medical papers supply that picture, and what comes out of it forms the objective of the reintegration plan. Those involved receive a monthly report.

Career scan & personal coaching

The career scan uncovers where the employee's strengths lie. Experience with patients, rosters and responsibility often proves more widely usable than they themselves estimate. Tests, assignments and conversations produce a profile that can be read outside healthcare as well.

Labour market exploration & job matching

That profile is then compared with what this region has available. Institutions, laboratories and training providers sit around the hospital, and Liège, Hasselt and Aachen fall within half an hour. Where a single step proves too far, we insert a work experience placement.

Active job search & network approach

Approaching employers begins, including firms that have posted nothing. CV and profile follow the chosen course, and where the search crosses the border we adapt the format to what is customary there. Each week the balance is drawn up.

Aftercare and sustainable placement

The closing phase runs for two months from the first working day. That is when it becomes clear whether the work fits in practice and whether the agreements hold. The coach stays within reach in those weeks, takes care of the reporting and finalises the reintegration report to the UWV's format.

Unwillingness seldom brings a second track to a halt. It halts because one of these four answers has not been recorded anywhere.

  • What can this employee still do?

    A judgement rather than an assumption. What someone can manage emerges from the occupational health assessment, and that outcome bounds what is subsequently sought.

  • Which roles sit alongside theirs?

    Around the hospital and the university sit laboratories, training institutes and research groups. Formally those are different employers, while the knowledge they ask for lies close together. Go through them and record what was examined.

  • Where does the building up begin?

    Outside the front door rather than at home. A few weeks in a work experience placement make clear what is practically there, and that period counts as effort.

  • What follows a negative judgement?

    That can mean the wage obligation runs on for as much as another 52 weeks. The figures behind that are listed at the cost of a wage sanction.

At what point should the second track begin?

Formally week 52 is the limit, though the moment the company doctor calls a return to the employee's own work unlikely, you can get going. Starting early leaves room to explore the options across the border calmly as well. How the lead time is built up is set out at the duration of a second track programme.

What determines the cost of the programme?

How long the programme runs and what it contains together set the price. A programme limited to placement support is modest in scope; bringing in an assessment, coaching and a practical period expands it. Price and components are set out in writing before we begin, and no supplementary invoice follows.

Our employee can no longer work rotating duties. Is that track two?

Not automatically. First look at whether there is work within your own organisation without rotating duties. If there is not, the second track comes into play. Record both steps with dates, because that sequence is precisely what is reviewed at the assessment.

Is a placement in Belgium or Germany possible?

That is possible, though it calls for extra calculation. Insurance, pension accrual and the relationship with the UWV all change once someone starts working across the border. We list the points that need attention and bring in a specialist for the calculation.

Does a role at an institution in the same chain count as second track?

If it is a different employer, yes. Legally it turns on the employment contract and not on the sector. That is what makes the chain here interesting: the same knowledge, a new employer.

Who keeps the file?

Our coach records each step on the day itself and delivers the case manager a report each month. The formal documents remain yours. There is a separate page on what the closing report has to contain.

Our employee actually wants out of healthcare entirely.

That is possible, and sometimes it is the best outcome. The first question, though, is which part they want to be rid of. Usually it turns out to be the form and not the content, and then a move inside the field is arranged faster than retraining.
