Second-Track Reintegration

Reintegration office in Sittard

When a return to the employee's own role proves unachievable, it is important to look at work with another employer in good time. From Sittard we guide the second track, with an eye for the demands that come with process industry and with a case file set up in line with the requirements of the Gatekeeper Improvement Act.

The second track in brief

Looking for work outside the organisation, supported by a substantiated case file

As soon as it is established that the employee will not resume their own work and no suitable position is available within the organisation, attention shifts to the second track. The first step is to determine which activities remain feasible, after which the employee gradually orientates towards work with another employer. The individual phases are explained at the second track programme.

The statutory obligation is not the only reason for employers to take this up. The later the programme begins, the less time remains to explore alternatives properly, and it is precisely that time which weighs in the UWV's assessment.

Our office

Second-track reintegration in Sittard and nearby

Our Sittard location is on Stationsplein, right by the station. Manufacturing, chemicals and logistics carry this region, with Chemelot in Geleen as the largest centre of gravity and Zuyderland in healthcare alongside it. Technology moves faster here than the training on offer manages to follow, so the question of how much you still want to learn turns out to be a practical one rather than a philosophical one.

About Sittard

Good to know about Sittard

Chemelot is a site, not an employer

The site in Geleen holds dozens of companies side by side: production, maintenance, laboratories and services. Anyone leaving one of them often does not have to leave the site, though that is not always visible from the inside.

Technology changes faster than the qualification

Installations get replaced, processes get digitised and certificates expire. Retraining is therefore more often part of a move here than elsewhere, and employers count on it.

Maastricht, Heerlen and Germany close by

Maastricht, Heerlen and Roermond all lie within thirty minutes, with the German border a quarter of an hour off. The search area therefore runs well past the municipality, though a job across the border needs some figuring out first.

Stationsplein, opposite the platform

Arriving by train, you walk off the platform and you are there. Travel is not required: the sessions can run remotely. The garage next to the station takes care of parking.

What the programme looks like

From intake to aftercare, step by step

The second track programme has a fixed structure of consecutive steps. What happens within each step depends on the employee, while the way it is recorded follows from the Gatekeeper Improvement Act.

1

Intake meeting and situation overview

The programme opens with an extensive conversation between the employee and the coach, with the case manager present where preferred. We go through what the company doctor has established about capacity, which roles the employee held previously and which direction they have in mind themselves. That produces an action plan set up around the formal requirements and kept workable for everyone involved.

2

Capacity analysis & occupational health assessment

In process industry the physical demands, the rotating shifts and the safety requirements rarely fall away together, which is why we assess them separately. The functional capacity list and the medical documents determine which roles stay within reach. Measurable goals come out of that, with a progress report every month.

3

Career scan & personal coaching

Through tests, assignments and conversations we map out where the employee's strengths lie, what motivates them and where their limits sit. For someone who worked at a single site for years, this is often the point at which it becomes clear how much of their experience is usable elsewhere. The result is a search profile an unfamiliar employer can read.

4

Labour market exploration & job matching

The profile is then weighed against what the labour market is asking for. In this region the openings lie mainly in engineering, manufacturing, logistics and healthcare, and on a site where several companies operate side by side the scope for moving across is greater than it appears from within. If the step to other work proves too large, we insert a work experience placement as an intermediate stage.

5

Active job search & network approach

The employee approaches employers deliberately, both on advertised vacancies and beyond them. CV, LinkedIn and interview preparation are tuned accordingly, and each week the coach and employee review what has been put out and what it produced. Heerlen, Roermond and Maastricht are within reach; if work across the German border comes into view, we first map the consequences for insurance and tax returns.

6

Aftercare and sustainable placement

After the start with the new employer, the coach remains available for two months, so that questions about settling in or about capacity can be discussed straight away. In that same period we complete the documentation and deliver the reintegration report in the form the UWV requires.

How we work

Four subjects that should be recorded early in the programme

When a file is assessed afterwards, the problem is rarely that too little was done. More often, too little was recorded. These four subjects therefore deserve attention from the outset.

  • Which activities are still medically responsible?

In process industry, physical demands, rotating shifts and safety requirements sit closely together. The occupational health assessment distinguishes between these factors, making clear which part of the work falls away and which part can be retained.

  • Have the options within and around the organisation been mapped out?

On a site where several companies operate side by side, more roles are often available than are visible from within a single department. It is worth reviewing those options and recording in writing which ones were examined.

  • Where does the employee regain capacity?

Capacity is best rebuilt in a working environment. A period in a work experience placement shows which activities prove sustainable and provides demonstrable effort for the file.

  • What happens if the UWV considers the efforts insufficient?

An insufficient assessment leads to the wage payment obligation being extended by up to twelve months. What that comes to is detailed at the cost of a wage sanction.

The aim of the programme

Suitable work has been found that the employee is able to sustain, and the file substantiates at every point which considerations were made.

Industry, chemicals and healthcare

Why employers in the Westelijke Mijnstreek work with us

Industry, chemicals and logistics shape the labour market around Sittard, with healthcare as the second large employer. Long-term absence is not unusual in these sectors, and that is when the second track comes into view.

Working with protocols and continuous shifts counts more widely

Working at a production site means working with safety regulations, rotating shifts and continuous processes. Those characteristics transfer to other sectors, which makes the search area wider than it first appears.

Training is assessed on its usefulness first

Certificates expire and installations are replaced. When further training comes up, we first examine whether the course in question genuinely opens the door to suitable work before time and budget are committed to it.

Working across the border requires groundwork

The German border is fifteen minutes away and employers there are recruiting in engineering and logistics. A contract across the border does change social security and tax matters. We raise those consequences before they become a surprise.

Reporting that matches the assessment

Conversations, applications and results are recorded as they happen. At the UWV assessment it is therefore possible to follow which steps were taken and for what reason.

Questions from practice

What employers in South Limburg encounter

At what point should the second track begin?

The moment the company doctor judges the employee's own work to be out of reach, you can start. Waiting until the first-year evaluation is permitted but seldom wise: the remaining time then becomes tight for assessment, rebuilding and placement combined. The lead time per phase is set out at the duration of a second track programme.

What is the cost of a second track programme?

The duration and the composition are decisive. If the programme consists of placement support alone, its scope is limited; adding an occupational health assessment, coaching and a work experience placement increases it. You know the amount before anything is set in motion.

Our employee worked continuous shifts. Does that limit the options?

Not necessarily. It regularly turns out that the rotating shifts are the obstacle while the activities themselves remain feasible. If that distinction is recorded in the occupational health assessment, a considerable range of roles remains in view.

We disagree with the company doctor's opinion. What now?

A second opinion from another company doctor is then the appropriate route. It is sensible to arrange that quickly, because the time it takes counts towards your reintegration period. Read more at the role of the company doctor.
