Second-Track Reintegration
Reintegration agency in Breda
Is there a question about the second track, the case file or the costs? We take the programme over from Breda, arrange placement towards suitable work elsewhere, and keep the documentation to the standards the UWV applies at assessment.

Trusted by organisations that invest in their people

What track two means
Guidance towards another employer, with a file that shows the route taken
When the employee is not returning to their own work and no suitable position remains internally, the second track comes into view. What is still possible gets established, capacity is rebuilt, and employers that match are then approached. The order of the phases is set out at the second track programme.
Besides the statutory obligation, the size of the search area matters here. West Brabant functions as a single labour market, and confining the search to your own municipality leaves a large share of the possibilities untouched.
Our office
Second-track reintegration in Breda and nearby
Our Breda location sits on the Ceresstraat, in the Havenkwartier and a short walk from Breda station. People ring us here with strikingly different questions. One wants to know whether a proposal is legally sound, another whether the finances will hold, a third only knows that things cannot go on like this. Those three call for three different conversations, and we draw that distinction before promising anything.
Employers arrive with different questions about absence too. One wants to know whether track 2 should already be running, another how to build a file that will hold, a third what it is going to cost. We answer them in that order and make sure the employee does not come to a standstill in the meantime.
About Breda
Good to know about Breda
Where three motorways meet
The A16, A27 and A58 converge here and Antwerp is barely an hour away. Logistics is consequently large in this region, and distribution centres are usually the first employers to restructure when demand slips.
Education, healthcare and defence side by side
Avans, Breda University, the Amphia hospital and the Royal Military Academy are all major employers. Careers there run by their own rules, and we know those rules.
West-Brabant is one labour market
Etten-Leur, Oosterhout, Roosendaal and Tilburg all belong to it. Restricting your search to Breda leaves three quarters of the vacancies untouched, without adding much travel.
Ceresstraat, five minutes from the station
By train you are here in no time, by car you park nearby. Flag your visit ahead and we put you opposite the coach who handles your kind of question.
If the work is physical
In distribution and food production around Breda it usually involves lifting, standing and irregular shifts. The question is then not whether someone can work, but which part of the work is still possible.
If you are unsure whether it is time yet
The answer is almost always yes. Running both tracks at once is permitted, and the UWV counts on you not leaving the external route until everything internal is exhausted.
What the programme looks like
From intake to aftercare, step by step
Taken together, the stages below are the second track programme, aimed at suitable work elsewhere. The order is fixed, the content differs per employee, and everything is recorded in line with the Gatekeeper Improvement Act.
Intake meeting and situation overview
During the opening conversation coach and employee chart the situation before a direction is chosen. The medical opinion, the work history and the wishes are covered, and we settle straight away how far the search area reaches. What follows is an action plan measured against the formal requirements.
Capacity analysis & occupational health assessment
Physical demands and working hours are two different limits and get treated as such. What remains we derive from the functional capacity list and the medical papers alongside it. That becomes the objective in the reintegration plan, after which employer, company doctor and UWV receive a monthly progress note.
Career scan & personal coaching
Attention then shifts to the employee themselves. Tests, assignments and conversations make clear where their strength lies, what drives them and where the limit sits. That yields a profile they can put in front of an employer with no prior knowledge of them.
Labour market exploration & job matching
In the exploration phase we test that profile against demand in the region. Logistics, healthcare, education and engineering are recruiting here, and Etten-Leur, Oosterhout, Roosendaal and Tilburg all fall within reach. Where a single step proves too far, we schedule a practical period first.
Active job search & network approach
The employee now moves outward. Firms with nothing advertised get written to as well, since much of the work sits there. The CV is adjusted per organisation, the profile tidied and the conversations rehearsed beforehand; what came of it, coach and employee discuss each week.
Aftercare and sustainable placement
The closing phase lasts two months from the first working day. In that time it becomes clear whether the agreements hold up in practice. The coach is reachable, handles the reporting and draws up the reintegration report in the form the UWV requires.
The order in which we work
Four questions we work through one at a time
A second track gets stuck on uncertainty rather than on unwillingness. We therefore work through these four questions one by one and record the answers.
What can this employee still do?
Not an estimate but a judgement. Request an occupational health assessment; it records which demands remain responsible and the limits within which we search.
Is there genuinely nothing internally?
A hospital, a university of applied sciences or a distribution centre has more roles than any single manager oversees. Go through them, and note which were examined and for what reason they proved unsuitable.
Where does capacity get rebuilt?
At a workplace rather than at home. A work experience placement makes visible what holds up in practice, and that period counts as demonstrable effort.
What are the consequences if it goes wrong?
A sanction adds up to 52 weeks of wage payment on top of the 104 you are already paying. What that comes to in euros is worked out at the cost of a wage sanction.
What we arrive at
The employee has found other work that matches what they can manage, and the file makes it traceable how that outcome came about.
Education, healthcare, defence and logistics
Why employers in West Brabant choose us
This region combines production and logistics with large institutions in education, healthcare and defence. In both worlds, absence regularly builds up to the point where the second track becomes necessary.
The search area runs from Etten-Leur to Tilburg
Etten-Leur, Oosterhout, Roosendaal and Tilburg belong in practice to the same labour market. Confining the search to Breda means looking at a fraction of what is available.
Large institutions side by side
Avans, Breda University, the Amphia hospital and the Royal Military Academy are all major employers here. Careers therefore cross sector boundaries more often than in a city with one dominant industry.
The documentation keeps pace with the guidance
Every step goes in immediately, with the date and the outcome. No catching up is needed at the end, and at the assessment the sequence of events can be followed.
Clarity when placement does not work out
If suitable work elsewhere proves unachievable within the agreed limits, we say so in good time, so you can prepare what comes next rather than letting the programme run on.
Questions from West Brabant
What employers here want to know about track two
When do we start?
Week 52 is the outer limit; you can begin earlier once the company doctor regards a return to the employee's own work as improbable. Starting early here mainly means there is time to spread the search across the whole of West Brabant. The lead time is worked out in the duration of a second track programme.
What are the costs of a second-track programme?
Two things set the amount: how long the programme runs and which components you take. Placement support on its own is the most limited, and adding assessment, coaching and a practical period increases it. You know in advance what the programme covers and what it costs.
Our employee works shifts. Does that count?
It certainly does. Irregular duties are often exactly the element that no longer works, while the work itself remains possible. That distinction belongs explicitly in the occupational health assessment, because it changes the list of suitable roles considerably.
What if the company doctor and we disagree?
You can then request a second opinion from a different company doctor. Better to do so early than late, because it takes time that comes off your period. You will find more at the role of the company doctor.
Where is Care4Careers in Breda?
Ceresstraat 1, 4811 CA Breda, in the Havenkwartier close to the station. By car you park in the surrounding streets, by train it is a five minute walk. Let us know in advance you are coming and we will schedule the right coach.
How far does your area reach from Breda?
Etten-Leur, Oosterhout, Zundert, Rijen, Roosendaal, Tilburg and Bergen op Zoom are all included, and for anyone working in Belgium we look across the border as well. Anyone who cannot easily get away joins on screen instead.
What exactly do we record, and how often?
Every step with a date: the company doctor's advice, the occupational expert's opinion, the conversations, the applications and the responses to them. An evaluation at least every six weeks. The closing report has its own requirements, listed under drafting the reintegration report.
Is your question missing here? Put it to us in a conversation without obligation.
